Van Seat Installation: Swivels & Certified Seating
Swivel bases that turn your cab into living space, and a straight explanation of certified belted seating: how it works, what it costs, and how to tell a real installer from a confident one.
Van seat work splits into two very different jobs, and we only do one of them. Swivel bases let your cab seats rotate to face the living space, cost roughly $500 to $550 per seat installed, keep the factory seatbelt anchors untouched, and are work we do routinely. Adding belted passenger seating to a cargo van is a structural job that starts around $5,500, and it's one we refer out rather than take on. This page is the honest explanation of both, because the belted seating question is where the marketing in this industry gets loosest and most people shopping for it have no way to tell. No aftermarket shop can certify a finished vehicle to federal motor vehicle safety standards. What a good shop does is buy a seat the manufacturer has already crash-tested as a complete system, install it exactly to that manufacturer's mounting spec, and document the work. Read the rest and you'll know enough to hire the right shop for it.
Why Seat Work Is a Safety Job First
Seats look like a simple part of a van build. Bolt a chair down and you're done. In reality, seating is one of the few things in a conversion that has to survive a crash. A belted seat has to hold a person in place under massive deceleration, and every bit of that force goes into whatever the seat is mounted to. Get the mount wrong and the seat leaves the floor in an accident.
This is where a lot of DIY builds and some conversions get into trouble. Bolting a bench into a plywood subfloor feels solid when you push on it in the driveway, but plywood has nowhere near the strength to anchor a seatbelt in a collision. Van sheet metal walls have the same problem: belt anchorages need to handle roughly 5,000 pounds of tensile load, and a wall panel is not built for that. A shoulder belt D-ring can route up the wall, but the anchor itself has to terminate at the floor or at a structural floor-mounted frame.
Swivel seats are a different and much simpler case, because the seat is always locked in its factory-tested position while the van is moving. That distinction drives everything below.
Swivel Seats: The Most Common Seating Upgrade
A swivel base replaces the factory seat pedestal with one that lets the cab seat rotate to face the interior. Parked, your driver and passenger seats become two of the best seats in the van, which is why this is the seating job we do most often. We use Scopema bases, which are the only swivel product we're aware of that publishes real crash-test data rather than static pull-test numbers alone.
The reason a swivel stays safe is timing. The seat only rotates when you're stopped. While driving, it's locked forward in the factory position, bolted to the factory mounting points, using the factory belt and its original anchors. Nothing structural about the crash case changes.
Three vehicle-specific details decide whether a swivel install is clean or complicated:
- Handbrake clearance. On vans with a floor-mounted handbrake, the lever often blocks rotation. Some builds need the handle relocated or replaced. Vans with an electronic parking brake avoid this entirely.
- Seat height and B-pillar clearance. A swivel base changes seat height slightly, and the seat has to clear the door frame and pillar as it turns. This varies by van and by seat.
- Side airbags. Some factory seats have a seat-mounted side airbag, and not every seat and base combination preserves it. This is worth knowing before you commit, and we check it for your specific van and trim.
Bases are vehicle-specific. A Sprinter base is not a ProMaster or Transit base, and on Transits with power seats there's an additional adapter to make the swivel work with the power seat wiring.
Adding Belted Passenger Seating to a Cargo Van (Work We Refer Out)
Many cargo vans start life with two seats. If you want more people riding legally and safely, you need a real belted seating position. This is the most demanding work in this category, and it's the one job on this page we don't take on. It's structural, the liability tail is long, and you want a shop that does it every month rather than one doing its first. We'd rather say that plainly than learn on your van.
Who to call instead. We point people to West Coast Vans. They carry seating and swivels for Sprinter, Transit and ProMaster and do install work. Ask them — or any shop you're weighing — for the seat maker's crash-test report and the mounting specification they'll install to. A shop that does this work routinely will produce both without hesitating. The rest of this section is what we'd want you to know first — it applies no matter who does the work.
What a Shop Can and Cannot Claim
Federal motor vehicle safety standards covering seat anchorage, belt anchorage, and child-restraint anchors are obligations on the vehicle manufacturer at the point of first sale. Mercedes, Ford, and RAM certified to them when the van was built. An aftermarket shop modifying an already-titled van cannot re-certify the finished vehicle the way the original manufacturer did, and you should be skeptical of any shop that says it can.
What a shop can do, and what genuinely produces a safer result, is buy a seat that the manufacturer has already engineered and crash-tested as a complete system, seat and belts and mounting hardware together, and bolt it into the van exactly to that manufacturer's structural spec including any required reinforcement. That keeps the tested load path intact and puts the engineering behind the people who actually tested it. Any shop worth hiring will describe it to you in roughly those terms rather than overstating it.
Adding a seat where none existed is also not a violation of the federal "make inoperative" rule, because you're adding a seating position rather than disabling a safety system the factory installed. The exception worth checking is a van that originally had rear seating: if there were factory anchors, belts, or side-impact structures at that location, removing them is a different question.
Pull-Tested Is Not Crash-Tested
This is the single most useful thing to understand before you shop. A pull test applies static force to confirm load capacity. A crash test uses sled or full-vehicle impacts with instrumented dummies. Plenty of aftermarket benches and swivels are advertised as compliant when all that exists is static pull-test data on a component, not crash-test data on the installed system. Passing a pull test does not guarantee crash performance.
The rule we'd apply, and the one you should hold any installer to: if a vendor can't hand over a test report and a mounting specification, the product doesn't go in the van. In practice that narrows the field to a small number of makers. Ask to see the report. A shop that has it will produce it without hesitating.
The Altered Vehicle Label
Any shop that alters a certified vehicle beyond minor additions is required to affix a second certification label recording who altered it and when. It has to stay with the van for the rest of its life and must not cover the original manufacturer's label. It's a small detail that a lot of conversions skip, and its absence is a fair question to ask any builder you're considering.
Children and Car Seats: What's Actually True
This is the question we get asked most, and it's the one where you'll hear the most confident wrong answers. Since we don't do this work, we have no reason to shade it either direction.
Start with what the rules say. The federal LATCH standard, the lower anchors and top tether your car seat clips into, applies to passenger cars and to trucks and vans rated at 8,500 pounds or less. Most conversion vans are heavier than that. A ProMaster 2500 is rated at 8,900 pounds, so LATCH was never required anywhere in that van, factory seats included. Check the sticker in your door jamb for your own vehicle, because the lighter configurations can fall the other side of that line.
Then what the rules don't say. Nothing in federal or California law prohibits using a child restraint in an aftermarket seat. And the absence of LATCH anchors is not, by itself, a safety problem: a car seat is installed using either the lower anchors or the vehicle's seat belt, and belt installation is a normal accepted method, not a fallback. Any shop telling you a seat is unsafe for kids purely because it lacks LATCH is reaching.
The real issue is narrower and doesn't get said often enough. Seat manufacturers crash-test their seat, belts, and mounting hardware as a system, with adult dummies. Nobody has crash-tested that system in your specific van with a child restraint attached to it. So no shop can honestly tell you how that combination performs, and the ones that imply otherwise are selling you confidence they don't have.
What to do with that: ask whoever you hire to state plainly what has been tested and what hasn't, get the limitation in writing, and have a certified Child Passenger Safety Technician evaluate the finished installation independently before you rely on it. California's child passenger law applies regardless of who built the seat. Children under 2 need a rear-facing seat unless they've hit the height or weight thresholds, children under 8 or under 4'9" need a car seat or booster, and kids under 13 should ride in the rear. The booster rules tighten in 2027.
Convertible Benches and Rock-and-Roll Beds
A rock-and-roll bed is a bench that folds flat into a sleeping platform: a forward-facing belted bench by day, a bed at night. It's the space-efficient answer for weekender and compact camper vans where you can't give up floor space to both a seating area and a fixed bed.
One nuance worth understanding on the best-known crash-tested bench-bed systems, because it's widely misreported. The major French-made units are registered to FMVSS 207/210 in the US and CMVSR 207/210 in Canada, alongside European ECE R14/R16/R17 approvals. So on seat anchorage and belt anchorage, they are genuinely US-registered, not European-only.
Where they differ from a US-made seat is the child-restraint side. They use ISOFIX Top Tether anchors, the European counterpart to LATCH, rather than FMVSS 225 LATCH. For adult passengers that distinction doesn't change anything. If you're fitting a child restraint it's worth knowing, though as covered above, neither system has been validated with a car seat in your particular van.
One more thing that applies to every product in this category: the registration belongs to the installed system, not to the seat sitting on a pallet. It depends on the correct mounting bracket and floor attachment being fitted as specified. A crash-tested seat on an improvised mount is not a crash-tested installation.
Compared with a fixed bed platform, you trade the dedicated under-bed garage and a permanently made bed for a seat that carries passengers. For a van that has to do both, that trade is often worth it.
Dinettes and Fixed Interior Seating
Not every seat carries a passenger while driving, and it's important to be clear about which is which. Certified dinette-style travel seating essentially doesn't exist in the aftermarket, which is why most high-end builders position dinettes as stationary furniture rather than travel seats. We do the same.
A dinette bench, a lounge seat, or a storage bench gets built like the rest of your cabinetry: solidly mounted, often with storage underneath, engineered for durability and comfort. This is work we do. What it isn't is a belted travel position, and we won't present it as one. If you need seats that carry people down the highway, that's the certified seating conversation above and a different shop's job.
Does Adding Seats Change Your California Registration?
Adding passenger seats by itself does not trigger a DMV body-type change. A cargo van with added seats is still a van.
What triggers a change is habitation: California defines a house car as a vehicle permanently altered and equipped for human habitation, which in practice means a bed, a kitchen with sink or stove or fridge, a closet, or a bathroom. So a full conversion that also happens to add seats is a house car because of the living features, not because of the seats. In that case you'll file a Statement of Facts with the body-change section and attend a DMV verification appointment. We'll flag which side of that line your build falls on during design, and hand you a checklist so the paperwork isn't a surprise at the end.
Separately, every seating position needs belts that meet federal standards. Adding seats doesn't affect your smog status, and your VIN doesn't change.
What Does Van Seat Installation Cost?
Swivel bases, about $500 to $550 per seat installed. This is our price for work we do. Bases run roughly $400 each and the driver and passenger pair takes around two hours to fit, so budget about $1,000 to $1,100 for both. Add a little for a handbrake relocation or a power-seat adapter where the van needs one. This is the highest-value seating upgrade in a van build for what it costs.
The numbers below are for belted passenger seating, which we don't install. They're here so you can sanity-check a quote from whoever you do hire, not because we're bidding on it.
Certified two-seat belted bench, roughly $5,500 to $6,000 installed. A US-made crash-tested two-passenger bench on its purpose-built mounting plate runs about $4,000 to $4,400 in hardware, with install labor on a clean bolt-in to a factory floor commonly quoted around $800, plus shop materials and tax. European-made bench-and-bed systems run roughly $5,000 to $6,500 for the hardware, and the premium certified systems run $6,000 to $7,700 with the floor foundation quoted separately.
Single-seat retrofits with fabricated mounting plating, roughly $1,000 to $1,750 in labor on top of the seat itself, depending on what the floor needs.
Two things move these numbers. First, whether the van's floor takes the mount as designed or needs added reinforcement, which nobody can promise before inspecting the van. Second, timing: get seating mounted before flooring and cabinetry go in. Retrofitting seats into a finished interior always costs more, so if you're doing both, sequence the seats first.
